O Núcleo de Comunicação Organizacional (NCO) da Embrapa Agropecuária Oeste possui papel estratégico na organização da empresa e integra-se ao processo de tomada de decisões, assim com a todos os setores e departamentos da empresa numa dimensão sistêmica.

Essa forma de atuação possibilita unificar o conceito da organização, congregar interesses e evitar sua fragmentação, estabelecendo o diálogo da empresa com seus públicos, interno e externo, primando em atender às características de cada segmento de público.

A comunicação trabalha a imagem da empresa e reforça sua credibilidade estabelecendo ambiente propício a criação de canais de diálogo.

Finalidades da Secom

  1. Coordinate, oversee, and support the elaboration, update, implementation and operation of Embrapa's Communication Policy, and disseminate it and integrate it with other company policies;
  2. Coordinate the communication system, understood as Embrapa's set of communication guidelines, strategies, rules, procedures, professionals, instruments and structures, based on Embrapa's Communication Policy;
  3. Elaborate, update, and zeal for the correct use of the regulatory instruments (guidelines, rules and procedures) concerning communications;
  4. Help the Board of Directors identify and prioritize communication strategies for Embrapa's target audiences;
  5. Guide the participation of the Organizational Communication Teams (Núcleos de Comunicação Organizacional - NCOs) of Embrapa's Decentralized Units in the elaboration, implementation, and oversight of the communication projects and plans comprised in Embrapa's Management System (Sistema Embrapa de Gestão - SEG);
  6. Coordinate the integration between communication processes within the compass of the Secretariat and the corporation's macroprocesses (Research and Development, Technology Transfer and Business, and Institutional Development);
  7. Coordinate communication initiatives by Central and Decentralized units in the work focuses established by the Communication Policy, with their respective strategic audiences at national and international level;
  8. Plan, guide, perform, and assess publicity strategies and actions by Central and Decentralized Units that require media broadcasting;
  9. Manage information related to Embrapa's work in communications, liaising with the Secretariat of Strategic Management (Secretaria de Gestão Estratégica - SGE);
  10. Participate in the elaboration of national and international partnetship contracts and agreements that involve aspects of communication, jointly with the Embrapa Units concerned;
  11. Conduct, promote, and support studies, assessments, and environment monitoring to define communication strategies and actions;
  12. Plan and perform the continuous improvement of the corporation's administrative communication, including the interpretation of policies, guidelines, rules, and procedures, jointly with Embrapa's Central and Decentralized Units;
  13. Participate in the elaboration of Central Units' communication plans, and involve them in the elaboration of Embrapa's corporate communication strategy;
  14. Coordinate Embrapa's presence on the Web (internet and intranet) and on other digital platforms.

  1. Conduct, promote and support studies and assessments aiming at higher efficiency in the actions required for the development of communication at Embrapa's administrative and institutional spheres;
  2. Monitor information flows, relationship, and influence in Embrapa's internal and external environments, and assess its institutional image and reputation, public perceptions on topics of Embrapa's interest, and national and international political-institutional trends, in liaison with other coordinations in the Secretariat;
  3. Participate in organizational climate studies conducted by the Personnel Management Department (Departamento de Gestão de Pessoas – DGP) and use results to guide internal communications;
  4. Coordinate, guide, and support the planning of Embrapa's integrated communication activities in the light of Embrapa's institutional development and image strengthening, in liaison with DGP, SGE, the Executive Director of Administration and Finance, other Secom coordinations, and other Embrapa Units;
  5. Elaborate, oversee, and assess the Secretariat's annual work plans in the scope of the Coordination Group, in liaison with the other coordinations;
  6. Support and provide the Head of Secom with information to define strategies to communicate sensitive or accountability issues at administrative and management level;
  7. Propose, elaborate, and update rules, procedures, and standards concerning Institutional Communication, and encourage and oversee the adoption of such instruments, jointly with other Embrapa units and Secom coordinations;
  8. Propose, plan, elaborate, produce, monitor, and assess contents and publications in the scope of institutional communication, jointly with the other Secom coordination and Embrapa Units;
  9. Coordinate, plan, implement, assess, and support, in liaison with Embrapa's Central Units - especially the Personnel Management Department -, communication programs and projects aimed at the internal public, including those who are distant from their Unit's facilities, working in other institutions, taking postgraduate studies, or living abroad;
  10. Coordinate and implement internal communication strategies with the aim of improving information flows and relationship channels with the employees located in the units within the bounds of Parque Estação Biológica, in Brasília, in liaison with other Embrapa units;
  11. Plan, coordinate, implement, support, and assess institutional events, in liaison with other Embrapa Units;
  12. Advise, in the scope of communications, the President and the Executive Director for Administration and Finance on their participation in ceremonies, events, and official representations, ensuring ceremonial and protocol standards are followed;
  13. Plan, generate, support and assess the production of information material for the internal public and of institutional material for other publics, with support from the other coordinations;
  14. Manage the use of the brand and the development of Embrapa's visual identity, with the support of visual identity managers in Embrapa's units;
  15. Plan, elaborate, produce, oversee, and assess communication items, and guide other Embrapa units in the development of materials from the perspective of institutional development;
  16. Provide the Head of the Unit with information to identify profiles and essential skills in communication at an institutional level, and promote capacity-building, training, and development in the area for communication professionals and necessary technical teams;
  17. Help the Administrative Supervision to update the database of the Coordination Group's target audiences;
  18. Aid Embrapa's Central and Decentralized Units to elaborate and manage contracts between Embrapa and partner institutions concerning the creation of hybrid brands or the joint application of institutional images.
  19. Assess and issue technical reports on the impacts from the joint application of hybrid brands on the corporation's image;
  20. Plan and conduct activities related to Embrapa's institutional and corporate visual identity and visual communication;
  21. Plan, execute, and assess, in liaison with other Secom coordinations and in partnership with the other Embrapa units, activities concerning Embrapa's relations with communication outlets and professionals, aiming at partnerships and the dissemination of institutional information of public interest, under the leadership of the Communications on Science and Technology Coordination Group;
  22. Plan and implement communication strategies and activities aimed at broadening awareness of Embrapa's international operations from an institutional perspective.

  1. Conduct, support, and promote studies, assessments and monitoring aiming at higher efficiency in the activities required for the development of communications in Science and Technology;
  2. Coordinate, guide and support, in liaison with Embrapa's Research and Development Department and Executive Director for Research and Development, and with other Secom coordinations, and Embrapa units, the planning of Embrapa's integrated communication actions, pursuant to the corporation's science and technology goals and strategies;
  3. Elaborate, oversee and assess Secom's annual work plans, within the scope of the Coordination, in liaison with the other coordinations;
  4. Advise, in the scope of communications, the Executive Director for Research and Development on their participation in ceremonies, events, and official representations, ensuring ceremonial and protocol standards are followed;
  5. Coordinate, promote and mediate Embrapa's relations with media outlets and communication professionals, to ensure the dissemination of information of public interest related to Science and Technology;
  6. Help Embrapa's units propose and execute science and technology communication projects;
  7. Sistematically monitor and assess mentions of Embrapa in different media, in partnership with other Secom coordinations;
  8. Plan, perform, support, and assess communication activities related to technical-scientific events, in liaison with other Embrapa units and Secom coordinations;
  9. Plan and implement communication strategies and activities with the aim of broadening awareness of Embrapa's international activities in Science and Technology;
  10. Provide the Head of the Unit with information to define strategies to communicate sensitive issues in Science and Technology that require Embrapa's participation or positioning before society;
  11. Help the Administrative Supervision to update the database of the Coordination Group's target audiences.

  1. Coordinate, the planning, execution and oversight of Embrapa's corporate activities in market communication, in liaison with Embrapa's Central and Decentralized Units;
  2. Conduct, support, and promote studies, assessments and monitoring aiming at higher efficiency in the activities required for the development of market communications;
  3. Coordinate, guide, and support the planning of Embrapa's integrated communication activities, with a market focus, in liaison with other Secom coordinations and Embrapa units;
  4. Help Embrapa's units propose and execute market communication projects;
  5. Advise, in the scope of communications, the Executive Director for Technology Transfer on their participation in ceremonies, events, and official representations, ensuring ceremonial and protocol standards are followed;
  6. Guide and develop corporate communication products in the scope of market communications;
  7. Plan and implement communication strategies and activities with the aim of broadening awareness of Embrapa's international activities in technology transfer and business/trade;
  8. Participate in the coordination with public and private organizations that perform and influence market communication activities;
  9. Participate in the definition of strategies, guidelines, and guidelines for the promotion and appreciation of Embrapa's technologies;
  10. Participate with the units concerned in the elaboration of communication plans and strategies for the launch and promotion of technologies, processes, products, and services;
  11. Participate in contractual processes that involve aspects related to market communication at national and international level;
  12. Plan, execute, and assess Embrapa's relations with media outlets and communication professionals to ensure the dissemination of information of public interest related to the market of Embrapa's technologies, in partnership with the Coordination for Communication in Science and Technology and in liaison with other Secom coordinations and Embrapa units;
  13. Plan, coordinate, implement, support, and assess communication activities related to events with a market impact, in liaison with the other Secom coordinations and Embrapa Units;
  14. Help the Administrative Supervision to update the database of the Coordination's publics of interest;
  15. Mediate the relationship between Embrapa and the Secretariat for Social Communication of the Presidency of Brazil – SECOM/PR, with regard to publicity actions of a market or public service nature;
  16. Contribute to the understanding and enforcement of regulations that apply to publicity actions of a market or public service nature in all federal public bodies within Embrapa's units;
  17. Plan, coordinate, implement and assess Embrapa's promotion and publicity activities of a market and/or public service nature.

  1. Coordinate, guide, and support the planning of Embrapa's integrated communication activities from the perspective of digital communications, in liaison with other Secom coordinations and Embrapa units;
  2. Elaborate, oversee and assess Secom's annual work plans, within the scope of the Coordination Group, in liaison with the other coordinations;
  3. Propose, elaborate and update rules, procedures and standards concerning digital communications, which includes social media, and encourage and monitor the adoption of such instruments, jointly with the other Embrapa units and Secom coordinations;
  4. Plan, coordinate, implement, monitor and assess strategies and activities related to content creation and update, information architecture, technological solutions, and visual aids for Embrapa's Portal and Intranet, in liaison with the other coordinations and Embrapa units;
  5. Plan, coordinate, execute, monitor and assess Embrapa's strategies and actions in digital media, which includes social media, in liaison with other Secom coordinations and Embrapa Units;
  6. Plan, coordinate, execute, guide, and support digital communication strategies and actions for campaigns, events, and communication outlets,  in liaison with the other coordinations and Embrapa units;
  7. Monitor Embrapa's presence on the web and other digital platforms to identify opportunities and propose improvements and innovations;
  8. Conduct, support, and promote studies, assessments and monitoring aiming at higher efficiency in digital communication activities;
  9. Propose, elaborate and update rules, procedures and standards concerning Digital Communications, and encourage and monitor the adoption of such instruments, jointly with the other Embrapa units and Secom coordinations;
  10. Manage taxonomies and vocabularies for the classification of content on Embrapa's Portal, Intranet and other digital products;
  11. Manage Embrapa's official social media accounts;
  12. Support the creation, editing and distribution of digital news outlets for Embrapa's internal and external publics;
  13. Manage Embrapa's corporate image databank;
  14. Help the Administrative Supervision to update the database of the Coordination Group's target audiences.
