1. Elaborate, coordinate, monitor and assess the implementation of Embrapa's international cooperation policy;
  2. Coordinate and promote liaison and cooperation activities with national and internacional private and governmental bodies and institutions related to the agricultural production sector and to science and technology;
  3. Assess and support international cooperation activities developed by Embrapa's Central and Decentralized Units, so as to ensure alignment with Embrapa's international guidelines and with the Brazilian government's foreign policy;
  4. Negociate, elaborate and assess contracts for loans, funding, and donations from international agencies, and also manage the implementation of said contracts when that is the case;
  5. Manage Embrapa's laboratories abroad (Labex), projects conducted abroad, and units located abroad, in partnership with Central and Decentralized units concerned;
  6. Support Embrapa's Secretariat for Business in the fulfilment of technological business activities;
  7. Suppport the Brazilian Ministry of External Relations – MRE in the technical construction of the positions Brazil takes in international UN forums and others that have impact on agriculture;
  8. Support the Executive Board in the elaboration of public policy that derive from Embrapa's interaction with international Research, Development and Innovations – RD&I bodies or special international groups;
  9. Support procedures for the international transit of germplasm and other assets;
  10. Support actions within multilateral systems such as CGIAR, FAO, IICA, and others;
  11. Support the elaboration of rules, regulations or standards that affect Embrapa's international operations jointly with the responsible Central units.

  1. Propose, promote, submit and catalyze international, bilateral, and multilateral scientific and technological partnerships, in cooperation with Embrapa's Department for Research and Development, and liaising during the elaboration of research programs of common interest between Embrapa and partner institutions;
  2. Promote the alignment of new international cooperation projects with Embrapa's strategic interests, through scientific liaison with governments, national and internacional institutions and bodies, CGIAR centers, and regional programs;
  3. Develop, guide, monitor and aid the Labex program as a tool for international partnerships, with a focus on research of excellence and on technology, jointly with other Embrapa Units, and to anticipate facts and science trends according to Embrapa's interests and strategic demands to help its institutional intelligence system; and
  4. Develop and strengthen communication between the Secretariat for International Affairs, the Labex, other Embrapa units, and foreign partners to facilitate the viability of new international projects.

  1. Liaise the elaboration of structuring and non-structuring technical cooperation projects with funding from the Brazilian Cooperation Agency - ABC or bilateral and multilateral agencies;
  2. Liaise with Embrapa's units and with national and international bodies about the implementation of international technical cooperation actions, programs, and projects;
  3. Manage the implementation of international technical cooperation projects;
  4. Develop activities to prospect governments and national and international financing bodies and institutions for opportunities to raise funds for the development of actions, programs, and projects of Embrapa's interest;
  5. Coordinate the elaboration and manage the implementation of investment projects by donation or financing from international agents;
  6. Manage the implementation of investment projects financed by bilateral and multilateral bodies;
  7. Organize and manage international technical visits to Embrapa's HQs and decentralized units, and
  8. Support Embrapa's Secretariat of Communications – Secom in the organization of protocolary international visits.

  1. Follow up on and manage institutional positions with regard to the work agendas from conventions, agreements, protocols, and instruments that have an impact on agriculture under the aegis of the United Nations or other international levels, following the Ministry of External Relations' coordination and in consultation with the managers of Embrapa's Strategic Intelligence System and of specific portfolios, and with the Ministry of Agriculture, Livestock, and Food Supply and other Ministries;
  2. Advise Embrapa's decision-making about global public policies that concern the agricultural sector;
  3. Support the establishment of a virtual network comprising Embrapa's researches to compose the institutional positions related to the several forums in which Embrapa may be present; and
  4. Respond to demands from international forums correlated to Embrapa.
